I was surprised that the author of this piece chose to tell us the US incarceration rate is “about 20 percent higher than any other nation.” A more reasonable comparison would be with other rich, advanced Western democracies that keep reliable statistics. In that more comparable league, the US rate is largely between five times and ten times that of other countries, that is, 500 percent to 1,000 percent. I think it’s pretty close to one percent of the adult population, a remarkable figure in all history, let alone the present.
