Stop-and-frisk is an unconstiutional tactic. Period. That the police commissioner wants it done politely is not relevant; politeness is not a constitutional condition. Worse, for the “suspects” it has serious and possibly lifetime consequences. Besides demeaning minority men to actual second-class citizenship, any retort or movement will probably be interpreted as resistance; the result may be a physical assault or an arrest. In the real world, arrests usually result in plea bargains, not dismissals by sympathetic judges. People are scarred for life. The mayor and his commissioner must find another way to police the streets.
