Unfortunately, given the almost ancient history of intolerance and rivalry, which is due to not only language but also religion and ethnicity, I am sure a "Tamil homeland" with substantial autonomy will work well. Similar to federations in Canada (Quebec), South Africa (indigenous homelands), Spain (Catalunya and the Basque Country), a federation can be constituted in Sri Lanka.

Such an inclusive approach, rather than a very old fashioned approach of conquest with violence, should prove to be a sound basis to negotiate and build a relatively permanent framework for peace.
