There are an endless number of "terrorists," "militias" or '"fighters" pursuing national goals that do not effect the national interests of the United States. An organization like Al Qaeda that has international goals does pose a threat to the United States. It would seem to me that Al Qaeda and national Afghan groups have conflicting goals that cannot be reconciled. It was 9/11 and Al Qaeda that brought the Americans into Afghanistan. The Taliban would still be governing Afghanistan except for Al Qaeda's international operations.
