Rather than trying to fix Congress, I think the solution is to enact the National Initiative for Democracy. Just like the people can legislate by initiative in twenty-four states, the National Initiative proposal would create a deliberative initiative process at the federal level. Until we empower the people, we will always be subject to the whims of the minority elite politicians. Visit the NID's website for more details.
