David S. Foglesong
David S.Foglesong is a professor of history at Rutgers, The State University of New Jersey. He is the author of two books: The American Mission and the “Evil Empire”: The Crusade for a “Free Russia” Since 1881 (Cambridge University Press, 2007) and America’s Secret War Against Bolshevism: U.S. Intervention in the Russian Civil War, 1917-1920 (University of North Carolina Press, 1995). In collaboration with I. I. Kurilla and V. I. Zhuravleva, he is now completing America and Russia: From Distant Friends to Intimate Enemies (to be published by Cambridge University Press).
Disregarding all past experience, journalists, politicians, and foreign policy experts have simply assumed that the claims of Russian bounties for killing American troops are true. They—and we—should know better.
Candidates gearing up for 2020 may be blazing new trails on domestic issues, but when it comes to engagement with Russia, they haven’t moved beyond the counterproductive status quo.
