The offshorers’ tax break

I know John Nichols has been following this issue for a long time and I know that Susan Collins and others have been willing to buck the Republicans in the Senate. But which actual IRS forms or tax code sections/subsections are they addressing in doing so? This is a very important issue to America right now, especially considering that companies are even now offshoring jobs, including Bain Capital. What I know is that the bill that would have been brought up last July would, but for a filibuster, start to provide some relief, and the 2004 law somehow provided a “tax holiday” if the investments were placed and/or kept in foreign countries.
