Obama Releases Aid for Gaza

Recognizing the humanitarian crisis in Gaza, President Obama has released $21.3 million from the U.S. Emergency Refugee and Migration Assistance (ERMA) Fund for use in the Palestinian region.

The money will go to the U.N. Relief and Works Agency for Palestine Refugees in the Near East (UNRWA),the International Committee of the Red Cross (ICRC) and the U.N. Office for the Coordination of Humanitarian Affairs (OCHA). According to the U.S. State Department, "These organizations are distributing emergency food assistance, providing medical assistance and temporary shelter, creating temporary employment, and restoring access to electricity and potable water to the people of Gaza."

Both the United Nations and the Red Cross have called for assistance in seeking to restore a measure of stability to Gaza, which suffered devastating blows to its civilian infrastructure during a sustained bombing campaign and invasion by Israeli Defense Forces.

Obama's move does not represent a fundamental shift in U.S. policy with regard to the Middle East.

But it does represent a quick and appropriate response to the letter sent this week to Secretary of State Hillary Clinton by almost sixty members of Congress, urging the Obama Administration to give immediate attention to what one of the signers, Minnesota Congressman Keith Ellison, correctly described as "the dire situation that exists today in Gaza."

As such, this is another indication that the Obama administration is softening what was the hardline stance with regard to Gaza that had been established by the former Bush administration with regard to Gaza.

Here's the text of the letter from the members of Congress:

Dear Secretary Clinton:

First, we would like to congratulate you on being sworn in as our nation's 6th Secretary of State. We are very hopeful that this new era in American foreign policy upon which we embark can advance the cause of peace in the Middle East and beyond.

As strong supporters of both the Israeli and Palestinian peoples, we are writing to express our deep concern for the humanitarian situation in the Gaza Strip and to request immediate action by the United States to address this crisis. With the ceasefire now in effect, it is critical that the United States play a leading role in alleviating the suffering of civilians in Gaza and we respectfully urge your assistance in this task.

As you know, the situation on the ground is dire. The flow of humanitarian goods into the Gaza Strip is limited to food and medicine. Yet there exists a real need to allow for the importation of construction materials and fuel, which require the opening of crossings into Gaza. For example, only the Karni Crossing has the capacity for transporting large cargo, such as cement, but it remains closed.

In addition, in order to rebuild civilian infrastructure in Gaza the international community is going to have to make significant monetary contributions. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) estimates financial needs of nearly $350 million just to rebuild their own infrastructure and continue providing essential services to the Palestinians in Gaza.

We also remain especially concerned about the desperate condition of medical services in Gaza. Although Israel has begun to allow limited medical supplies into Gaza, the need far outweighs the availability while hospitals remain understaffed and ill-supplied. One of the most crucial steps that needs to be taken is for Israel to allow critically ill patients to be transported out of Gaza and into Israel, the West Bank and Jordan, where they may receive necessary medical care. We therefore urge you to express this concern directly to Israeli government officials.

In addition to the several thousand individuals who were physically injured during the recent military operations, we can expect to see a dramatic increase in the number of individuals suffering from psychological trauma. In order to help the population to begin rebuilding, we will need to further ensure that funds are used to provide adequate mental health services in Gaza.

Failure to address this humanitarian emergency has the potential to produce a crisis of even more unspeakable proportions. We therefore respectfully request that the State Department release emergency funds to UNRWA for reconstruction and humanitarian assistance. We believe the State Department can make funds available through accounts such as Emergency Refugee and Migration Assistance (ERMA) and urge you to facilitate the transfer of funds as soon as possible.

We look forward to maintaining a productive and ongoing dialogue with the State Department

and the Obama Administration regarding the United States response to the humanitarian crisis in

Gaza. Toward that end we respectfully request that you or your staff share with us prior to

Congress recessing on February 13,2009, the actions taken to date and the strategy you will pursue to address the humanitarian crisis.

Finally, we know that addressing the Israeli-Palestinian conflict as a whole is a top priority of the Obama Administration and we applaud President Obama and you for your early and public commitment to meet this challenge. We also believe that the naming of former Senator George Mitchell as special envoy to the Middle East is commendable. We believe the security interests of both Israel and the United States will be greatly enhanced by the establishment of a lasting peace between Israelis and Palestinians, and that United States involvement is indispensable in achieving that goal. We stand ready to work with you as the Administration furthers these efforts.

Ellison hailed the move with a declaration that, "I want to thank President Obama and Secretary of State Clinton for the swiftness with which they have responded to the critical humanitarian needs in Gaza. As a strong supporter of both the Israeli and Palestinian peoples, I am so grateful to the President for recognizing the dire situation that exists today in Gaza."

    In the West Bank, Fatah, which is the minority party of the Palestinian Authority, run by the now- ex-President of the PA, Abbas, years ago ceased any form of real violent resistance to the Israelis. During this time, the Israeli colonizing of the West Bank has expanded, Palestinian lands have been expropriated from their owners, homes and orchards have been bulldozed, and the checkpoints and Jew-only roads have expanded.

    On the topic of Obama releasing the aid, this is too small an amount to make a big difference, but as a symbolic move, weak as it is, the release of the aid is the first not-completely-stupid move the US has made in a very long time.

Perhaps if Israel would allow Gaza full use of its seaports, its airport, its borders, and East Jerusalem; perhaps become more "democratic or cosmopolitian"; stop building Israeli settlements in the West Bank, stop stealing land and water from the Palestianians, perhaps the rockets would stop and prosperity begin.

  6. hello ACook and JoMamma, just curious, what evidence do you have that representatives of Hamas fired the rockets that landed in Israel? I'm somewhat curious, as I have not heard any solid evidence that they were fired by members of Hamas. Bear in mind that Israel is none-too-popular with Hezbollah after their failed Lebanon invasion, not to mention the Syrians and various free-lancers who might also have wanted to take potshots into Israel -

    Can you provide any links to evidence that would back the claim that Hamas was directly responsible?

  7. pls ignore above comment, I did some reading and concur, it's clear that Hamas has claimed responsibility for the majority of the rocket attacks,

    it does, however, appear that the Israeli incursion of Nov 4th seems to have been what triggered the end of the cease fire.

    Dunno if this is exactly "links to evidence" more than just pure logic, but Sderot is in the south of Israel, and Hezbollah is based out of Lebanon which is on Israel's northern border. Couple that with the fact that Hamas has taken credit (and used for propaganda purposes) with firing rockets into Sderot, and it kinda fits that Hamas is responsible. Now you could argue that it is another group (Islamic Jihad et al) that is firing, but since Hamas is the governing agency in Gaza, that would at the very least give them responsibility for the attacks.

    BTW nothing in that previous paragraph should be construed as a justification for Israel's asymmetrical response.

But both have to make the conscious decision to stop being slaves to their reactionary wings and just start making peace. It takes two to dance the tango of peace but only one to make war.

    Do you have evidence that there were no rockets fired?

    My only source is the Idraelis I work with and know and what Oder from all the media sources from all sides. The message seems the same.

    That being....

    From the day the world gave the Jews a homeland where even the Bible says was awarded them thousands of years before by GOD,....I digress...

    Ever since the beloved UN awarded some desert land where nothing seemed to be prosperous or prosper for at least a millenium, the people from around the area for thousands of square miles has sworn to kill the Jews off.

    And despite 10s of millions of hostile Arabs and now Persians, with trillions of petro dollars , Israel has managed to survive, thrive, and prosper to the point that even the Israeli Arabs live what seems a better life there than in many Arab countrys, ....I digress again...

    Israel has earned the right to keep the area the size of a park relative to the entire Arab world. Especially in face if the fact that all it's neighbors have attacked Israel numerous times and has had it's asses handed to them collectively and individualy...

    The land is theirs...and Israel has given the world more Nobel winners,medical advances,industry improvements,Ect.

    While Palestine has come up with(I am not sure yet)... However, the area seems to specialize in belts and a new way to attack buses full of passengers at malls and launch rockets as they declare victory after victory from the rubble if their own homes.

    It seems endless.

    I do find it rather puzzling that none of the Arab brothers has ever stepped up with the spare billions to get Palestine on it's feet economicly so it can respond equaly on an economic level with Israel. Perhapstjen a mutual interst in trade can take place followed by peace and prosperity.

    It would be a nice change.

Our Congress is the true cruel deity that is allowing Israel to commit all these war crimes. Israel shrewdly sends some of this money back to the USA to buy off members of Congress and the killing of Palestinians continues.

    Hamas doesn't seem to recognize Israels right to exist as it seems neither do any if your 5%. And they seem to be the one with all the rockets and seem to be in position of leadership in Hamas and seem to be the one the MSM run to with cameras. If they are indeed a fringe group then why don't the other 95% who want peace and co exist with Israel do something? There catn't be many places to hide in Gaza.

  43. I think the whole Israel thing is bogus. The only reason I favor helping it remain a nation at all is because there are young people who have been born there and think of it as home. I realize that's sappy and sentimental but I'm like that. Meanwhile, let's look at this, shall we.

    1. Israel's entire claim to the land is that God gave it to them 2000 years ago. What proof do we have that God gave it to them? The ancient Hebrews said so. Any further evidence? ...The ancient Hebrews said so. Are there any other times in history where a population has behaved badly and blamed it on God? Nah, that never happens.

    2. Behaved badly? Yes. Slaughtered anyone living in the land and blamed it on their wicked ways. What evidence do we have that the people of the "promised land" were wicked? ...The ancient Hebrews said so.

    3. History repeats itself. The Zionists swoop in and steal land, houses, and entire towns. But there wasn't anybody there, they insist. What evidence do they present? Their own say-so.

    Who cares what the Palestinians called themselves at the time or how they were living? This is the same rationale Europeans had for taking over North America: "It's not like they were civilized or doing anything great or wonderful with themselves." Since when is that a reason to steal land? To commit genocide? To slander an entire population of people in the court of world opinion?

    I changed my mind. I don't want to see innocent Israelis die, but I do want Israel removed. They were supposed to wait for their God to give it back to them. The UN and Britain and the United States are not God. Let them wait. And learn a sense of humility and compassion while they're at it.

    Generally the Qur'an teaches that although the Torah has been corrupted by human influence, it is still the Word of God and hence Jews are People of the Book just like Muslims are.

    Missed that part, I guess... Where does it say in the Bible that other people besides Christians can have good relationships with God? Where does it say that in Torah? Hm, in the Torah it says to *kill* people of other faiths. Wow, but Jews are THE bastion of tolerance and rationality. Right. Only because some of you ignore large portions of your own scripture.

    2) A meaningful part of the population stays (let's say even the whole population). What would this new Palestinian state look like? Judging by their hungering for peace, probably not too friendly towards their Israeli brethren. Somehow, I suspect that the laws would work that way as well. In most surrounding Arab states, they certainly have, so I wouldn't be on Lebanon rather than, say, Saudi Arabia or Iran to be the likely governing model.

    So, of two options which one seems better?

    1) Change U.S. policy and give Israel incentives to alter those of its policies that are problematic (and there are a number of them), OR

    2) Abolish Israel and just hope against hope that all will be swell

    Seems clear to me.

    Prooftexting is a bad form of argument, which is why your point about advocating the death of non-believers is exactly right. I know of very few in any of the three faiths who believe they have any right, much less duty, to kill those who do not adhere to their faith.

    One other note, though: I actually don't see how the Bible precludes non-Christians from a relationship with God (see...Abraham?), or, for that matter, from salvation. I think much of that comes from readings of the text that are both technically incorrect and blatantly inconsistent with the character of God that they defend.

    Not real sure ..I would guess around the 15 and 1600s...

    Before the Brits used it as a stop and resupply depot or waay station for their ships...

    The area was unihabitable for the most part..

    most people there migrated from the north after colonization produced jobs, agriculture and trade.

    I do business with some guys from there...real interesting storys..these guys are uber libs(progressives,like most here, almost communistic in their approach to govt control of economy, except they admit it, you don't)... they used to make you and some of the others here look conservative in their views of govt.

    Like you, they hung their hopes and futures pegged to Mandella and the SA govt(same worship you have for all things liberal, dem party, and Obama, real progressives)..but now, Mandella is gone and the place is run by Zimb wanna bes......so these guys are fleeing for their lives and their childrens lives..(many already moved their wifes and children to US, Australia, and Canada, )...and for their own futures..and bring warnings with them, that no one here will consider or even listen, too...

    One thing nobody has ever been able to give me a good explanation for - why not a one-state solution for Israel/Palestine? Let the semitic peoples share the land that is their common heritage. One man, one vote. Equal rights for all.

    The stumbling block that always comes up is that some Israelis say they could never do that without 'losing the Jewish nature of the state of Israel'.

    But - (1) how is insistence upon Jewishness as a qualifier any different than Verwoerd's insistence on whiteness as a qualifier for South African citizenship?

    and (2) on the contrary, wouldn't a willingness on the part of Israelis to share that small strip of real estate, with those who lived there eighty years ago, mark the complete coming home of the Jewish people? I only say this because it's not until a home is truly your own that you feel you can share it. Perhaps that, and that alone, would be the true "return".

Though whatever violent activity Hamas undertakes is certainly not justified, there is proportional response, which Israel does not practice. And an unnecessarily high number of Palestinian civilians are suffering. What's important is, in America, there is a bias toward Israel, and not enough questions are asked. It's as if the life of a Palestinian does not equal that of an Israeli. Regardless, I think this conflict is emblematic of the downfalls and divisiveness of religion.

  111. My libertarian side often leans towards legalization of drugs in order to take the crinimals and drug lords out of business and allow Mexico to take control of itself again...so we don't have to go in there next..

    but then I realized, the govt would tax the shit out of it, then sue the growers, and legislate it into an expensive luxury item for some and cheap cancer causing crap for others...and the crinimal would return to the business...only they would be government workers..

    and a black market would start up again..since most kids can grow it in the garden...and because most kids can do that..it will never be legal since govt can't control it with taxes.

    Now you can substitute any race, creed color or religion you prefer and use the model and apply it to any society..

    Try Candaian Indian Tribes going to say, Japan using the same senarios that the Muslims and the Mexicans use in their migration patterns in Europe or the US.

    You look and see a racist comment and I am looking at the actual logistics and the effects.

    It aint racist..it is a senario being played out.
