Palin and the Bush Doctrine

In tonight's interview with Charlie Gibson on ABC, Sarah Palin seemed alarmingly ignorant of what the Bush doctrine is, much less capable of defending it. Gibson asks her: "Do you agree with the Bush doctrine?"

After an uncomfortably long moment of silence, which should have viewers conjuring Dan Quayle's potatoe, Palin asks, "In what respect Charlie?"

Gibson responds, "The Bush--well, what do you interpret it to be?"

Palin answers, "His world view."

Gibson presses the point, "No, the Bush Doctrine, enunciated in September 2002, before the Iraq war," after which Palin talks about Bush's quest to rid the world of Islamic extremism before pivoting to the virtues of democracy and the need for change.

Sensing a weak moment, Gibson proceeds to describe the Bush doctrine as "that we have the right to anticipatory self-defense; that we have the right to a preemptive strike against any other country that we think is going to attack us. Do you agree with that?"

Palin's response: "I agree that a President's job, when they swear in their oath to uphold the Constitution, their top priority is to defend the United States of America..."

Gibson keeps at it: "Do we have a right to anticipatory self defense? Do we have a right to make a preemptive strike against another country if we feel that country might strike us?"

Palin: "Charlie, if there is legitimate and enough intelligence that tells us that a strike is imminent against American people, we have every right to defend our country."

Palin's response has much of the liberal blogosphere and even the mainstream media on high alert, and perhaps rightly so. It certainly demonstrates her non-existent command of national security lingo, and indeed, as blogger Hilzoy documents, Palin confused preventive and preemptive war, stating in fact the doctrine of preemptive war (which is not the neo-con doctrine that prevents war through preemption; confusing I know!)

That said, I worry the peanut gallery is misreading the Bush doctrine and Palin's ignorant response to Gibson. The central fact is that coherence, clarity and rationality were not, in fact, what sold the Bush doctrine in the first place. I don't mean to the PNAC crowd or the national security establishment that included Condi, Colin and most of Congress. I mean to the press and public. They were won by lies, dissemblance and the entirely emotional appeal to USA FIRST at all costs--that and the costs of treading against it.

So, even if Palin looked like a moose in headlights, even if she eventually confused preventive and preemptive war--it might not matter. Palin ultimately hit the right emotional notes--the same rah-rah points that secured the Bush doctrine in the first place. 1) Islam=evil; 2) Defend the country at all costs. Duty before actual security; 3) the President is right and has to be trusted and supported.

I'm not suggesting that Palin's blinking response was some kind of canny, planned strategery--but on a gut level, when pressed and vulnerable, she intuitively echoed the Bush doctrine's original appeal--even if she could not articulate it's rationale much less defend it. Put another way, I'm not sure Bush could have succinctly defined the Bush doctrine--it didn't matter; that's not what was crucial to its success.

Whether Palin's response matters NOW is not dependent on her ignorance of it, her ability to state or defend it, but rather if enough of the country has moved past the enabling myths it told. I am just not sure we are there yet, or if Obama has enough of a compelling story to get us there.

    In what way was there evidence that a threat was imminent from Iraq? That idea has been soundly refuted.

    Do we have the right to invade a country so as to strategically position ourselves in a resource-rich region, and in the process confiscate the country's every last resource, and let our homies in the war biz profit from the conflict BIG TIME?

  12. Wow, I am not engaging in hyperbole when I say this was absolutely the weakest apologia I have ever encountered. Still, much better than I could have done for Biden in a similar situation. I would have just rolled over dead. I do give her points for quick thinking efforts to cover her ignorance.

    Has this woman been in a coma for the last 6 years? This gal is just about as curious about the world as Bush II. I thought I was sadly ignorant about foreign affairs but now I feel like a foreign policy genius for even having heard of the "Bush Doctrine."

  16. I can't recall the exact title, but there once was a Presidential Daily Briefing that indicated that Osama Bin Laden was determined to attack the United States. The POTUS at the time chose to ignore that warning because it didn't originate from his handler. A McCain/Palin ticket would be just as loathe to heed a warning that didn't come directly from Rove and K Street. The previous Republican administration ignored the real intel before the attack, but acted quickly on the intel they made up. Since it's clear that the McCain/Palin 'dummy' is being controlled by the same puppet-masters that are pulling the strings on the current puppet-in-chief, there is no reason to believe that this pair would do things any differently than what we have today. Don't believe me, compare the rhetoric of the Bush acceptance speech in 2000 and the McCain speech in 2008. At a minimum they were written by the same guy, or possibly someone who reviewed that speech before writing this one. I certainly hope that someone, the press perhaps, can get the campaign talking about the issues again. I for one have had enough of the nonsense. I don't want to talk about pigs, lipstick, community organizers, pastors, pregnant teens, or any thing else that isn't likely to be an issue debated on the floor of the House or Senate next year. Our inability to concentrate on the issues that affect us all is nothing more than another symptom of our broken political system. I have watched these comments for the last several days and have noticed that there isn't a lot of thought put in to some of the posts here. I'm disappointed by the fact that so many here seem to believe that an ad hominem attack actually passes for 'debate'. I prefer to see people present facts and develop logical arguments based on those facts.

  24. Well, which part of the Bush Doctrine was he talking about? It is about more than preemptive war if you would take any time to research it instead of just slamming Palin. Palin faced more questions about foreign policy last night than Obama has faced from the press in the last 19 months. Palin has the executive experience that Obama lacks and I like the fact that she doesn't blink in the face of tough decisions. Mock her all you want, but she has more guts and conviction than Obama could hope to have. Oh and she and McCain are going to win in November - won't even be close.

    Part of the reason that Palin is always at McCain's side and not out "solo'ing" is fear she can't handle it...

    but the other part is that McCain NEEDS her by his side. A Zogby poll showed that 79% of Repubs thought McCain's acceptance speech "unified the Party"...but that 94%!!!!! thought Palin's speech did.

    McCain needs Palin by his side as much as she needs to be by his side....to keep confincing the Base....even imply a subtle "Sarah will keep McCain from drifting to the Center" (which she won't, if that's where he decides to go!).

  44. Today, on PBS 10am, the Diane Rehm show PBS will review the Palin interview. This should be interesting. On a recent show, a caller described the American electorate as stupid, and Diane admonished him for it. I agreed with the called. The question now is the same: does "enough of the country" have enough intelligence to understand and counter "the enabling myths" that permit the neocon and neoliberal strategies to rape the nation and undermine the Republic? My understanding of American history is that NO, the electorate does not. This process may take another 20 years. Consequently, no matter what story Obama weaves, his story may not be enough to stem the tide nor overcome the core belief that underlies the oft-mentioned "American values" in this election, which is "white male supremacy."

I did miss the interview last night (watching Tal Wikenfeld was far more entertaining), but, if she does not know what the Bush Doctrine is, what does that tell you? Nothing? Gee, I would think that your whole hearted support for such a doctrine would leave you a little worried when the VP does not know as much as you claim to know.

    OK. she is not familiar with the Bush Doctrine of preemptive war against a third party uninvolved in any attacks on the US. What are her other stances on issue? Do we know yet?

    Ponti, can you inform me what he stance is on Russia/Georgia? Does she favor abolishing the education dept? What is her position on unfunded mandates like No Child Left Behind? Can you compare/contrast her healthcare policy with that of Bidens? Does she have an opinion on medical use of marijuana?

The Bush Doctrine is what got us into this situation with Iraq and Afganistan in the first place and see what it got us: 4000 US soldiers dead, hundreds of thousands of Iraqis and Afganis dead, an ever great security threat to the US by terrorists and those who already hated us, hundreds of billions of dollars spent, Bin Ladin wasn't found, Al Quaeda is still not wiped out, etc. Even more of them hate us now. So Palin thinks we should defend the Bush Doctrine? Even with the Bush Doctrine, the administration still needed a few lies to get us to preemptively strike at Iraq. They weren't even honest about it! I wonder how the doctrine would play out in the general public: "He looked at me funny! He might kill me. I better kill him first!" That's just sheer paranoia and chaos. That's what the Bush Doctrine sounds like to me. As for bringing democracy to countries run by dictatorships, I think the US is the last country to say what democracy looks like, based on what it has done to its own citizens over history. A democracy doesn't discriminate one segment of the population (done here until the mid 60's); a democracy doesn't put all the power in the hands of the very rich (still being done); a democracy listens to the needs of the people, not the ones funneling money into the politicians' pockets.

    You know it by its initials - PDS. Palin Derangement Syndrome.

    You can watch the victims of PDS on TV every night, frothing at the mouth in front of Obama banners, repeating scurrilous lies lifted from left-wing blogs or just making up new whoppers as they go along. It's an epidemic - Palin Derangement Syndrome swept through MSNBC studios this week and claimed two anchors, who are survived by dozens of viewers.

    The bad news is, PDS appears to be incurable. The good news is, it only strikes one demographic group - moonbats.

    Like so many earlier plagues, PDS mutated from an earlier affliction, BDS, Bush Derangement Syndrome. But BDS often metastasized over months, if not years, and struck across the political spectrum.

    Are you at risk of contracting this virulent contagion? Do you work for a living? If the answer to the latter is yes, the answer to the former is probably no.

    You've heard of Typhoid Mary. PDS is spread by "Typhoid Sarah," but it's not infectious. It only strikes the Politically Correct. So far, it has struck only those who believe that 9/11 was an "inside job," or who have "Redefeat Bush" bumper stickers on the backs of their Priuses.

    Researchers racing for the cure say that sometimes a single word or term relating to Sarah can touch off a full-blown case of PDS - "pro-life" is one such predictive phrase, and others include "blue-collar," "public school" and, most alarming of all, "mother of five."

    Let us consider a few case studies. A mere fortnight ago, most of these victims were clearly demented, but still able to function, at least among their own kind, the trust-funded idle rich.

    No one had ever heard of this obscure Southern moonbat until Wednesday, when she suddenly blurted out that Sarah Palin's "primary qualification seems to be that she hasn't had an abortion."

    Later she apologized for her "clumsy" statement. What Carol F. really meant to say was that she hates Palin because she hasn't had an abortion. Prognosis: Put her on suicide watch until 1-20-09.

    "Hillary Clinton is as qualified or more qualified than I am to be vice president of the United States of America. Let's get that straight. She's a truly close personal friend; she is qualified to be president of the United States of America. She's easily qualified to be vice president of the United States of America and, quite frankly, it might have been a better pick than me, but she is first-rate."

    Prognosis: Verbal diarrhea poses no immediate danger to himself, but his audiences are increasingly falling into comas or trances.

    Fourth case: "Barry O."

    Since first glimpsing Sarah, Barry O. has been unable to speak coherently, has talked of "wrecking havoc" and brought up his "Muslim faith" on national TV. Finally, in the grips of full-blown PDS, Barry slurred Sarah as a pig, and then claimed that he, not Sarah, was a victim - admittedly, his perennial fallback position, which has never failed him before.

    Prognosis: Grave. Drs. Al Gore and John Kerry have been called to his bedside.

    Obama has been immersed in foreign policy issues, as well as federal domestic issues for at least the past four years. When he speaks about the issues, he is knowledgeable and informed, even if you don't agree with his views.

    Palin, by contrast, doesn't seem to know a lick. Some here, including you, seem to think she is bright enough to learn on the job.

    I think electing someone who, two years ago, was elected by 900 people to be mayor of a tiny town in Alaska is a risky choice for VP.

    Although there is obviously a political competent to a VP pick, McCain's selection was 100% based on political strategy, and had nothing at all to do with competence. You can spin it any way you like, but non-partisans won't buy it. Good luck.

She announced that we were really proud of the soldiers who were going to Iraq to defend us against those who attacked us on 9/11.   145. Actually the Bush Doctrine is significantly more complicated - it has evolved through four levels. Gibson was actually wrong in his definition - his flub not hers. See the writeup by Charles Krauthammer on the bush doctrine - it is very complete. The really funny thing about this whole thing is how the left has become the most sexist group in the country - two high profile women in one year, wow!
