What Hillary Hasn't Done in Foreign Policy

posted by Jon Wiener on 12/27/2007 @ 12:43am

During the eight years Hillary was First Lady, she didn't deal with terrorism, Osama bin Laden, or Al Qaeda.

She wasn't a decision-maker on any of the other big foreign policy issues of her husband's presidency: whether to send troops to Bosnia or Kosovo, whether to bomb terrorist bases in Afghanistan or suspected terrorist sites in the Sudan.

She didn't deal with the problems in the CIA and other intelligence agencies. She didn't work on nuclear proliferation. She did not deal with genocide in Rwanda.

When Bill Clinton brought Israelis and Palestinians to negotiations at Camp David in 2000, Hillary wasn't there.

These are the conclusions reached by New York Times reporter Patrik Healy, who reported on Dec. 26 on his conversations with 35 Clinton administration officials and his interview with Hillary herself.

"Mrs. Clinton did not hold a security clearance," Healy wrote. "She did not attend National Security Council meetings. She was not given a copy of the president's daily intelligence briefing. She did not assert herself on the crises in Somalia, Haiti and Rwanda."

Most important: Hillary did not do "the hard part of foreign policy" - "making tough decisions, responding to crises." That's what Susan Rice told the New York Times - she was a National Security Council senior aide and a State Department official during the Clinton administration. She's now supporting Obama.

Readers may recall that Hillary has claimed to be the most experienced Democratic candidate not just on domestic issues, but also on international, because of her eight years in the White House. She often says she visited 79 countries as first lady. She often talks about meeting with the president of Uzbekistan and the prime minister of Czechoslovakia.

But when the New York Times reporter asked her to name three major foreign policy decisions in which she played a decisive role as first lady, she "responded in generalities" rather than specifics.

When the Times asked her to cite a significant foreign policy lesson she learned from the 1990s, she replied "There are a lot of them," and went on to talk about "the whole unfortunate experience we've had with the Bush administration."

What did she do on those trips to 79 countries? These were mostly "good-will endeavors" where she supported nonprofit work. She acted as "a spokeswoman for American interests." She often spoke out for women's rights -- especially at the 1995 UN conference on women in Beijing. She brought Catholic and Protestant women together at a meeting in Northern Ireland. And, Healy reported, she often advocated "the expanded use of microcredits, tiny loans to help individuals in poor countries start small businesses."

    Snippet of Jon Wiener's bio:

Wiener hosts a weekly afternoon drive-time interview radio program on KPFK 90.7 FM in Los Angeles His guests have included Joan Didion, Gore Vidal, Barbara Ehrenreich, Frank Rich, Seymour Hersh, Maxine Hong Kingston, Amos Oz, Mike Davis, Elmore Leonard, John Dean, Julian Bond, Al Franken, and Terry Gross of the NPR show Fresh Air.

Jon Wiener was born in St. Paul, Minnesota and attended Central High School there. He has a B.A. from Princeton and a Ph.D. from Harvard, where he began working as a writer in the late sixties for the underground paper The Old Mole. He lives in Los Angeles.

Hopefully The Nation, as a whole, has begun to coalesce behind the populist progressive campaign of John Edwards as opposed to the rather lukewarm recent lead editorial espousing a progressive revival, while neglecting to endorse the very voice that is speaking the word with conviction --a voice that is solidly in the thick of the mix.

I encourage us all --in the wake of the disaster that is Dubya-- to seize the opportunity to push the pendulum in an entirely new and sweeping arc, especially as we stand in the shadow of unprecedented challenges that loom dead ahead.

    Good night, and good luck.

  2. Hillary is playing a cat and mouse game of hiding her record as First Lady which shows NO substantive experience, and then running on her husband's record when she thinks that record will help her.

Why doesn't Hillary just come out and say it - Bill Clinton will be running things again if I am elected president - and have voters decide if this is what they want?

  5. buwahahaha, oh man. Good stuff comes when researching Hillaries Devil worship

RNU.com – (Raiders News Update) - A few years ago during the Christmas season my wife and I walked through a local mall. As we perused the different shops, we came across a New Age bookstore conducting a "Grand Opening". In a derisive tone I said to my wife,"Can you believe some people's lack of intelligence?"

Casually, I strolled into the store, and without hesitation snatched a book from the shelf and began offering a sarcastic commentary as I read from the pages. I noticed my wife growing uncomfortable and so I placed the book back on the shelf, and proceeded out of the store.

Suddenly, a dull sensation hit me. It began in my stomach and shot upward through my head, impacting my equilibrium. As I stepped outside, into the main mall walkway, my head started to spin, my hands started shaking. I felt as if I was going to faint. It was literally as if an invisible terror had "jumped" on me, and was somehow injecting powerful feelings of nausea and anxiety throughout my entire body. I tried shaking it off, but couldn't. I attempted to walk it off and failed. At last, feigning interest in something, I moved away from my wife and began to pray. I asked the Lord to forgive me for my sarcastic attitude, my lack of caution, and for my want of concern for the lost. I prayed for deliverance from evil and for healing of the body and mind. After several hours of such walking and praying, I was finally restored.

I discovered a valuable lesson that day: while a Christian may not be demon-possessed, it's equally true that the "princes" of this world are powerful, and we should enter their arena only after prayer, and at the prompting of the Lord.

I also learned the mystical forces of the New Age movement are genuine (and willing to protect their territory!), and that much of what is currently published under the guise of New Age "enlightenment", is nothing less than Old Age doctrines of nefarious invisible hosts.

the Big Question is: If Hillary, republican lite, gets elected, how will that effect the Rapture Index (http://www.raptureready.com/rap2.html) , which is holding at 159 but was at it's lowest point during Bills presidency?

'BILL CLINTON'S CRANKY CRITIQUE...Bill Clinton's new attack on Barack Obama is reverberating across the presidential trail this weekend, with politicos wondering whether Hillary's surrogate-in-chief is actually helping her. In a wide-ranging interview with Charlie Rose, Clinton suggested Obama was a risky and inexperienced choice. "When is the last time we elected a president based on one year of service in the Senate before he started running?" Clinton asked, arguing that voters who back Obama are "rolling the dice." "In theory, we could find someone who is a gifted television commentator and let them run," he added....'

Well, we did it three times in the recent past with candidates that had NO EXPERIENCE in the Senate or Washington: Bill Clinton, Ronald Reagan, and Jimmy Carter.

So much for the "rolling-the-dice" argument!

  8. Mr Wiener,

I read your entire article thinking it was parody of wild-eyed Hannity-style "reasoning." Turns out you are serious. The expected punchline never came. I guess the joke's on me.

You write "Hillary has claimed to be the most experienced Democratic candidate not just on domestic issues, but also on international, because of her eight years in the White House." NOTHING in your article contradicts this assertion by Hillary. It's true that she did not run the free world (and she doesn't claim she did), but she was the closest person in the world to the person who did for 8 years. Of all the Democratic candidates she has had the best view of how a president (and a pretty good one at that) operates in the international arena on a daily basis. Did she have a perfect view? No. Is that the standard? No.

If "experience" means attending NSC meetings, I take it you'll be supporting a GOP candidate, Mr Wiener?

With todays terrible announcement of Benazir Bhutto's assasination in Pakistan, one can't help but be reminded of a recent Democratic debate in which Hillary Clinton literally laughed at Barack Obama's statement that the United States should concentrate on the unrest in Pakistan even if it meant sending U.S. troops to the Afgan/Pakistan border where the Taliban, al-queda and other terrorists are camped. Hillary did her pompous, smirky laugh stating that Obama wants to 'talk to our enemies (Iran) and attack our allies' (Pakistan border). But as events unfold in the region we are learning more and more of just how disasterously wrong she and our foreign policy have been. We are supporting a crazy dictator (Musharaf) who we have given millions of dollars to....who has point blank told us that he will not go to the Pakistan border to address the true terrorists because they 'made a deal'. It doesn't matter that crazy Mu has weapons of mass destruction and is probably hiding Bin Laden in the border region. And to Hillary.....this is all just fine. Is this the great 'experience' that she boasts having ? Now, as we watch the turmoil increase in the Pakistan region Hillary will surely state that we need her 'experience' to handle the situation when in fact, it is this very mindset or experience that is leading America and the entire world toward catastrophe. Face it Hillary.....You are wrong...Obama was right. Oh.....and need I mention that the recent findings show that our 'enemy' hasn't had a weapons program for years ? 24. What is Queenies stance on the Pats/Giants game and the simulcast?

The league's decision to simulcast the game came amid mounting Congressional pressure to make the potentially historic game more broadly available.

The Connecticut delegation wrote to Commissioner Roger Goodell that the league's definition of home markets was "unduly narrow," leaving fans in cities around the state where loyalties are divided between their Giants and Patriots, without the same local broadcast option afforded the New York and Boston markets.

The Rhode Island delegation also protested the league's market designations that would have deprived Patriots' fans in Providence and throughout the state of seeing their team go undefeated unless they subscribed to DirecTV or the Dish Network, or got the NFL Netword from their local cable operators.

The league was also warned by Senator Patrick Leahy, Democrat of Vermont and the chairman of the Judiciary Committee, and Arlen Specter, Republican of Pennsylvania and the ranking member of the committee, that it was "exercising its substantial market power to the detriment of consumers." They cautioned that the strategy might lead to a re-examination by Congress of the league's ememption from antitrust laws regarding the joint negotiation of its broadcast television rights.

  25. More importantly, what has Queenie done to reign in out of control spending, especially the $15,000,000,000/month we are spending on the Iraq war and the GWOT?

And why won't the neo-cons ask for a tax hike to pay for it? They must want micro progress for nothing. Which sounds precariously close to their very own cries about the evil left.

  34. When you strip the so-called experience issue to the core, it is just another Obama smear by Hillary who is playing on his youthful appearance.

The plain fact is that Obama - just like Bill Clinton, Ronald Reagan, and Jimmy Carter, who all had ZERO foreign policy experience before taking office - will hire the best foreign policy talent available for his Cabinet and National Security Adviser staff. Obama has already tapped some of this talent for his campaign and I'm sure Samantha Powers would make an excellent National Security Adviser in an Obama Administration.

Hillary, more than anyone, knows that the president does not engage in foreign affairs in isolation and has the best foreign policy minds at his disposal who present all of the options and probable consequences of a particular foreign policy decision, and then the president decides based on the options presented. Obama, just as well as any other candidate, can make these foreign policy decisions in consultation with his advisers, and he has shown good judgment in the past on Iraq, Iran, and Pakistan.

Hillary has failed the "good judgment test" in Iraq, Iran, and now Pakistan, so whatever her imagined experience might be is completely irrelevant.

Playing on youthful looks is more of the same Hillary deception game in which she thinks she can fool voters into voting for her by focusing on Barack's youthful appearance. The reality is most Democratic voters want "real" change and know that Hillary does not represent this at all, as she has completely subscribed to the same deception game as George Bush and Dick Cheney that got us into war with Iraq, on the path to war with Iran, and produced the mess that we now see in Pakistan.

  39. Hillary's made a lot of speeches at various venues which were undoubtedly written by a speech writer, since Hillary is not a very talented writer herself. She has worked almost her entire career as a patent lawyer in Arkansas -- NOT a qualification to be president -- and before that she FLUNKED her law exam twice (TRUE !!) She has been "around" politics for years, but NOT as a decision-maker, policy strategist, or important player. Her fame, and consequent reason for becoming NY Senator, is as Bill's wife. Many, many individuals have been around Washington and are just as qualified (or unqualified as the case may be) to be president as Hillary is. Shall we elect Laura Bush? Perhaps we should, at least she has low negative poll ratings.
