Webb's Emphatic Declaration of Non-Candidacy

Virginia Senator Jim Webb has always had a flair for the dramatic.

So it should come as no surprise that the modern military man's rendition of the late General William Tecumseh Sherman's greatest political line, while not letter-perfect in its repetition of the general's actual language, was as effective as the original.

Sherman, a hero of the Civil War, retired from the military in 1884 and was immediately boomed as a contender for the Republican nomination for president -- a title the popular military man might well have secured, along with the presidency.

But Sherman did not want to be commander-in-chief. And when his initial disavowals of interests were taken as signs that he was playing a political game of hard-to-get, the general notified the Grand Old Party that: "If drafted, I will not run; if nominated, I will not accept; if elected, I will not serve."

This was the original "Shermanesque statement," the emphatic declaration of non-candidacy that really is a declaration of non-candidacy.

Webb, the Vietnam War Marine hero who served as Ronald Reagan's Secretary of Navy before switching parties and winning his Senate seat in 2006, has been boomed almost enthusiastically as Sherman once was for a place on the national political stage. Democrats who believe (rightly or wrongly) that presumptive presidential nominee Barack Obama could use some military muscle on his ticket, have been enthusiastic about the prospect of a run by Webb for the vice presidency -- and about the prospect that the popular senator might help to secure the swing state of Virginia and blue-collar regions of neighboring states.

Webb had stoked the speculation about himself as a contender, with several over-the-top statements of support for Obama and a high-profile book tour that happened to launch right as attention turned to Obama's ticket tailoring.

But the senator, whose life has been a more colorful one than those of most contemporary pols, was not pleased with the Obama campaign's demand of a detailed personal history as part of the background check being conducted on all vice presidential prospects.

So, on Monday, Webb made an emphatic exit from the veepstakes:

"Last week I communicated to Senator Obama and his presidential campaign my firm intention to remain in the United States Senate, where I believe I am best equipped to serve the people of Virginia and this country. Under no circumstances will I be a candidate for Vice President.

"A year and a half ago, the people of Virginia honored me with election to the U.S. Senate. I entered elective politics because of my commitment to strengthen America's national security posture, to promote economic fairness, and to increase government accountability. I have worked hard to deliver upon that commitment, and I am convinced that my efforts and talents toward those ends are best served in the Senate.

"In this regard, the bipartisan legislative template we were able to put into effect through 18 months of work in order to enact the new, landmark GI Bill will serve as a prototype for my future endeavors in government. This process, wherein we brought 58 Senators from both parties to the table as co-sponsors, along with more than 300 members of the House, gives me renewed confidence that the Congress can indeed work effectively across party lines and address the concerns of our citizens.

"At this time I am also renewing my commitment to work hard to make sure that Senator Obama wins both Virginia and the presidency this November. He is a man who speaks eloquently about our national goals and calls for the practical solutions that must be put into place to obtain them. I will proudly campaign for him."

No, it's not: "If drafted, I will not run; if nominated, I will not accept; if elected, I will not serve."

But "under no circumstances will I be a candidate for Vice President" is suitably Shermanesque.

  1. Okay, Webb's out. That's no big deal for me; I think his populism has come on rather lately and acutely, more like a fever than a well-developed conviction.

    I believe Obama should pick either Bill Richardson or Winona LaDuke.

  2. He was being vetted and obviously couldn't handle the scrutiny. I never thought he was the best VP candidate in any case, and especially didn't like his reason for quiting under Reagan that "he objected to REDUCING the size of the Navy".

    Party switchers with very little record are always suspect, as it is hard to know how he would govern with such a sparse track record (18 months).

    I think Kathleen Sebelius is a much better pick than Webb. She is a Democrat from a Red state and is completely on-board with Barack's philosophy. She would energize women voters like no other candidate save Hillary, and could help pull in some of the neighboring Red states like Colorado and Missouri.

  5. Obama needs someone with foreign policy/national security credentials; that's why I liked Webb, or at least one reason. Richardson, Biden, Clark - someone like that. Sebelius doesn't have that, neither does Edwards though he'd be good for AG. Zinni, Dodd. Or how about Feingold, running against Lieberman - that would be another first, a Jewish VP.

    I think it would be a bold move for Obama to announce his Secretary of Defense, State, Treasury and Energy when he announces his VP pick, as this would instill confidence in his government in a variety of key areas and totally take away experience concerns regarding himself.

    This would also take the pressure off of having a VP with national security credentials, and allow Obama to pick the best candidate to help him maximize turn out with a key demographic group and/or win a state or region that was formerly Red states.

    That's the electoral votes as they stand now. Hmm. Now yes this will change. We have no clue where it could go. But as of now Obama is winning in what I would call a modest landslide. Yet this is completely ignored. He keeps repeating his motto "Barack is going down" however Barack shows not sign in the polls other than going up. I think that if Jom and Happ can admit it, why can't Frank? I guess you're right Mask. He is just repeating this credo in order for the hope that Hillary will one day be President to stay alive. Never acknowledging that if things continue to go the way they are right now, which there is every sign they will continue, that Barack will be President and Hillary's chances will disappear as age sets in.

As for VP's, for me it's still either: Al Gore although he make a better president, Richardson although he's not a very good debater and will look worse next to Obama, Biden although he tends to make habitual major semantical gaffs, and of course there's Feingold, Clark or even Powell if one is talking Hagel.

    But Al Gore would be the best VP and most make Barack Obama look presidential. As well with as much power as the VP can have in the modern exec model and that Al Gore expanded upon while there, as did cHeney, Al Gore could be practically a coPresident...

    Like in what world could a McCave /Romeny/ Huckleberibee /Eliz. Drole, even compete? Well er ok, repub new cons do exist in their very own world, so that's basically an unfair question.

  37. Eh, to anyone observer paying half an iota of attention to Frank you can point at that he is full of it. Everything he applies to his reason for voting for McCain over Obama applies to voting for McCain over Hillary. McCain is more experienced than Hillary ever was, had leadership roles that Hillary didn't, was in the military which Hillary wasn't and was older than Hillary. If he was TRUELY voting for McCain because of all the reason he listed then he would have been polling for him from the beginning. Yet he wasn't.

    Frank is so obvious anyone could figure him out. He thinks of course that he is a master of deception. That if he repeats his lie enough that people here will believe him. Too bad.

  40. Frank's remark that McCain "deserves" to be president is telling. Frank rarely if ever talks about his candidate's (Hillary or McCain) ability to lead the country in the right direction. His arguments for his candidate are who deserves the presidency, or in the case of Hillary, who can win the general election.

    The rest of us are looking for someone who will lead the country in the right direction. Noone "deserves" to be president at the cost of good leadership for the country. Frank if you want to have any chance at all of swaying people to your side you need to stop making the argument that your candidate "deserves" anything and tell us why you believe your candidate is right for the country. Its about what is best for the country, not what is best for your candidate.

Well because, even though Billary was originally running against both Obama and McCave, she was more ideologically against McCave than Obama-- because if she won the primary she'd be running against McCave in the general. And Obama has an almost identical voting record to Billary's since they are both dems after all. Ergo Billary has been telling her followers, which you count yourself as, to join in party unity to beat McCave; beat new con repubs. But instead of respecting Billary's ideological pronouncements and wish to beat the new con repubs, you defy her and her party to swing over to the other side against dem unity and even against Billary themselves. Now you'll say that Billary doesn't really want Obama to win even though that's what she's been saying. You'll say that she's lying; that she lied.
