Cluster Bombs Kill Kids

posted by Peter Rothberg on 05/09/2008 @ 12:21pm

More than 100 governments, including virtually all major NATO allies, will gather in Dublin, Ireland to negotiate a global treaty banning cluster bombs on May 19. One important country will be missing however: the United States, which is actively working to undermine the proposed treaty overseas and which has used cluster bombs in the last ten years in civilian-populated areas of the former Yugoslavia, Afghanistan and Iraq.

Meanwhile, at home the Pentagon is lobbying to prevent passage of the Cluster Munitions Civilian Protection Act. Introduced by Senators Patrick Leahy, Dianne Feinstein and Barbara Mikulski and co-sponsored by eighteen other Senators (though neither Obama nor Clinton), the act states that "Cluster munitions will not be used where civilians are known to be present or in areas normally inhabited by civilians." We wouldn't want to tie our hands, now.

The YouTube video below shows Lynn Bradach bravely telling the story of her son, Travis Bradach-Nall, who was killed by a US cluster submunition while serving in Iraq. Her sorrow helps makes clear why cluster bombs should be banned.

One of the saddest realities about cluster bombs is how many children they kill--Children between the ages of 5 to 15 have accounted for almost half of the world's cluster bomb casualties--because kids are drawn to unexploded cluster submunitions thinking that they are toys.

Because no mother should have to ever lose her child to such terror, a coalition of groups, led by the Friends Committee on National Legislation is sponsoring a national Day after Mother's Day Cluster Bomb call-in this Monday, May 12. Click here to help send a message to the rest of the world that most Americans stand with the goal of preventing harm to children and others from cluster bombs.

Cluster bomb left from 2006 war wounds 4 children in S. Lebanon

    By The Associated Press

A state-run Lebanese news agency has said that an explosion of a cluster bomb left behind by the Israel Defense Forces from the Second Lebanon War wounded four young Lebanese in the country's south.

The report says that Friday's incident occurred in the village of Adsheet when the four children, aged between 10 and 15, found the suspicious device and held it before it went off. The four were then taken to hospital in the southern province of Nabatiyeh.

Lebanon has a huge problem with bombs left behind during the 2006 war. Twenty-seven civilians have been killed and 209 wounded since. UN and human rights groups say Israel dropped about 4 million cluster bomblets during the war. One million failed to explode and now endanger civilians.

  10. US MAY ban sale of cluster bombs to Israel

By Patrick Cockburn in Nabatiyeh, south Lebanon

    Wednesday, 20 September 2006

The US State Department is investigating Israel's use of American-made cluster bombs during the war in Lebanon. In particular, whether or not Israel broke a secret agreement with the United States not to use cluster bombs against civilians.

    ‘‘‘‘‘oooh, those secret agreements!!!!!

  11. The bomb was the size of a small torpedo. There are letters scrawled in Hebrew on the metal but most of the writing is in English; it says CBU [Cluster Bomb Unit] - 58B and "US Air Force". The manufacturer is identified as Lanson Industries. There are a number of cryptic code numbers reading "Part No 7127151/22290" and "FSN 1325-758-0417" and contract no F42600-72-2676. The bomb was made before the Vietnam War had ended, because there is a marking showing that its warranty ended on 7 February 1974. There is no indication of when the cluster bomb was transferred from the US to Israel.

  15. ZAWTAR WEST, 22 January 2008 (IRIN) - Deminers clearing Israeli-dropped cluster bombs in south Lebanon are turning up an average of 10 new sites per month, while Israel continues to ignore requests for data that would assist clearing the estimated one million unexploded bomblets, which continue to kill and maim civilians and decimate rural livelihoods. A single cluster bomb can disperse hundreds of bomblets.

    [Read this report in Arabic]

"All these weapons systems are computerised and grid references are entered before the bombs drop. Not receiving the cluster bomb strike data from the Israelis remains our biggest obstacle to clearance," Dalya Farran, a spokeswoman for the UN Mine Action Coordination Centre for South Lebanon (MACSL), told IRIN.

CBS News: SURF CITY, N.J., 26 May, 2006

'...Many of the beach towns on Long Beach Island, one of New Jersey's most popular summer vacation spots, have laws prohibiting people from digging deeper than 12 inches in the sand. They stem from an accident several years ago in which a teenager died when a deep hole he was digging collapsed, burying him. This year, the prohibition is for a different reason: More than 1,000 pieces of unexploded World War I-era military munitions were unwittingly pumped ashore during a winter beach replenishment project decades after being dumped at sea. Authorities say they've removed everything they could, but can't guarantee more munitions don't remain hidden. "How can you tell a kid not to dig in the sand?" asked Faith O'Dell, who lives near the beach in Surf City, where most of the fuses were found. "It's their nature, it's what kids do. And when your kid says, `Why, Mommy, why can't I dig in the sand?' what do you tell them, that they could blow themselves up?"...'

Peter a truly malicious and without foundation lie on your part. Kindly cite where I have ever stated I have a problem with children?

What all of you continue to ignore is that all weapons of war are basically barbaric. They are intended to kill. Cluster bombs don't target children any more than an M-16 does.

I've also shared before that using cluster bombs in civilian areas and especially urban areas is just not done by our military. The primary reason being that the military doesn't like to waste ordnance on targets where it isn't effective. Cluster bombs are designed to be used against convoys and other troop movements.

The unexploded duds that unfortunately have led to the deaths of civilians and especially children are a tragic consequence of war and not specifically the targets of war. Every child that dies is a tragedy, whether in war or not.

But cluster bombs have a definite purpose. That purpose is to inflict damage on the enemy while reducing the risk to our own military personnel. Given that difficult choice, I would rather continue to reduce the possibility of increased risk to our own troops.

As to the tragic loss of this woman's son. I'm sorry for her loss. However, having done cb clearing and inspection, I know that most injuries and fatalities come from not operating according to the safety standards.

BTW. added note on the CB referenced by someone from the Irsaeli/Hezbollah conflict. That weapon was a Rockeye bomblet. The design goes back to Vietnam. We stopped making those in 1992. We sold the mfg capability to Canada ( I was a VP in the company that sold it, and in charge of the program).

I still maintain that the U.S. should stop food shipments to all OPEC countries and blockade their oil shipments as well. Maybe even "accidentally" torpedo a few of their oil shipments going elsewhere.

Let them starve for a while and cut off their income. If the U.S., China, India and Europe all got on the same page on this thing and shoved this back up the OPEC nations asses, oil prices would drop pronto.

    Posted by Wolfgang1 at 05/09/2008 @ 4:48pm

  30. I thought I'd better elaborate on my last post before I get hammered from all sides.

The U.S. needs to get away from using fossil fuels and come up with mass public transportation. But, letting these OPEC nations drive oil to the prices it's at is driving food prices up and people in poor countries are starving to death as a result.

I think all civilized nations should return the favor to the greedy, bloodsucking OPEC nations.

But again, that would be a poor tactical decision, not too mention an inefficient use of a weapon. Better to use a 500 pound bomb which costs 1/2 as much and is more effective in that environment.

Just because a weapon could work in a circumstance, even if at a lower effectiveness does not mean anyone would deliberately make such a poor decision as to use in in that case.

Problem is they HAVE LV. You can keep denying it but the proof is all over. I have showed it to you before when we discussed this topic. The reason you use a cluster bomb in an urban neighborhood rather than a 500 pounder is if you want to hit targets without saying that you decimated an entire neighborhood. They wanted to bomb troops on the ground without completely wiping out the neighborhood so they drop a cluster bomb. This is just me hypothesizing. Either way. The proof is there. Whether you think it is tactically intelligent is irrelevant because it is done. Women, children, old people and male civilians have been killed by them in urban settings.

But if you're total pacifist, we part ways.

The old line (used in the film of his life) by Gandhi that "using pacifism and civil disobediance to fight Hitler and the Japanese would cost lives, but lives are being lost fighting them" was (and is) hopeless naive.

Hitler landing troops in India would have taken Gandhi and pretty much anybody who followed him, lined them up on a wall and shot them Day One, Hour One.

"They couldn't shoot EVERYBODY"?....Sure they could. Wiped out 6 million Jews and found replacements for them at the universities, banks, stores, etc., etc.

So...'fraid I go with Orwell on pacifism...

"PACIFIST. Those who "abjure" violence can only do so because others are committing violence on their behalf."

  57. I had to surrender my pacifist credentials when I agreed with the Afghanistan intervention. Plus I still think the military is an honorable profession that can change a poor kid's life for the better. It's like any tool, the application is what matters. And when you give that tool to a man with the emotional maturity of a third grader, the result is reckless wars like Iraq.

I'm wandering off course a bit, since in an asymmetrical battlefield cluster bombs are not a strategic option, why bother keeping them?

    greedy, pathetic humans.

The UN Human Rights Council (I'm going to get a lot of the exact terminology wrong, but the point doesn't change) has issue 13 condemnations.

Only 13? Well, let's see if we can figure out who got them. I would guess the leading contenders are China, Libya, Burma, Cuba, North Korea, Saudi Arabia, Darfur, Yugoslavia, Zimbabwe, Sudan, South Africa, Iran, Sri Lanka, Russia (Chechnya), Pakistan, Indonesia …

Oops that's more than 13. Now get ready for the shocker (NOT).

Twelve of the thirteen condemnations have been directed at Israel.

And we're supposed to believe that this treaty is some "good faith" effort to protect the children? I don't thinks so.

Yeah, that was me. 1441 was just enough of a fig leave to make the war internationally legal. One of the very few times we've been able to manipulate the UN to our advantage. We had to do it by lying during the negotiations about triggers and such ("lying for justice" can I get an Amen brother Sharpton?), but it worked. Despite the UN's best efforts to keep a dictator in place who had killed 800,000 Iraqi citizens (because he was bribing them with billions of dollars embezzled from the UN Oil for Food Scandal) We took out his army and captured him and made the new government give him a fair trail and a proper hanging.

    Emile,

I know the dollar is driving oil prices. I also know we do indeed get most of our oil from Canada. This does not however let OPEC nations off the hook for driving oil prices up. I'm not quite as dumb as you think. The trading is based on the dollar and we are the number one oil user in the world.

I'm not foaming at the mouth. As a matter of fact, I don't drive that much so the gasoline prices are not bleeding me dry like other folks who drive to work.

I do foam at the mouth when I see people starving to death so some asshole can make more money on the stock market on his investment in oil.

You are correct and I'm afraid the rest of us are dead wrong. Ghandi, MLK, JESUS and the rest of the pacifists people love to quote didn't believe in violence. Liv couldn't be more off the mark than he is.

I confess that my sinking enemy oil tankers is wrong. I don't give a damn about national status as Emile seems to think. I do get upset about seeing people starving and kids with nobody to take care of them while other purchase multi million dollar yachts, bury their money in offshore accounts so their governments can't tax them, and so on.

Kudos to you sir. Us folks of the world need to take care of each other and quit finding reasons to blow each other up.

In the end, all this war and killing is for a handful of arrogant people who only wish to tighten their grip on humanity.

When exactly did the people of this country become so easily manipulated and cowed?

This country needs a good old fashioned national crisis, one that TRULY affects our way of life so the majority of the masses can pull their heads out of their asses and take a good dose of humility and real life, real world tragedy. Sad as it is, that seems like what is needed to get us back on the right track.

  95. The problem with cluster bombs is the same as the problem with land mines, that they remain operative in an area long after it has ceased to be a battlefield. This is more than just a tragedy of war or collateral damage, this is putting civilians under the gun after the military targets in the area are gone. Consequently, the risk the pose to civilians far outweighs any military advantage.

One NGO, Handicap International, did a study the asserted that 98% of cluster bomb casualties are civilians. Although we are certainly entitled to put the lives of U.S. forces above that of enemy soldiers, we aren't entitled to disproportionately endanger civilians to that degree.

    Ignorance is not bliss.

And Wolfgang, Jesus was not a pacifist. He willingly laid down His own life because that was His very purpose in being. But nowhere did He propose or teach against the necessity of wars. Just the opposite in fact.

Most leftists who like to quote Jesus are so selective that they miss most of His teaching.

But then, I've posted many times Jesus's words that counter the notion that He was a pacifist. It's just that leftists like yourself, JR, Mask, and so many others are unwilling to acknowledge the facts.

and in Paul's letters to the Spartans, where he said "Think city firestorm, when dealing with the purveyors of terror. Smote their cities, unto the last child. For as the evil-doers use the children as cover, it shall put no stain of unrighteouness upon you, but upon them, if the young'uns are dashed to pieces and burnt to a crisp by your holy fire of righteousness!"

And my point is that if there are "shades of gray" to your pacifism, then there's a point in the debate where you have to put aside the blanket statements and the "naive hopes", and think seriously about what kind of a defense policy you'd support and yes...what level of state-sanctioned violence to repel worse violence that you'd accept.

Oh yes Lying Larry...I can bear witness to the fact that you've perverted the words of Jesus many times! And many times I've taken the trouble to point out how His words refer to HIS right to judge His creation and His place in leading the battle against evil. And now I'll point out that, with the power to 'destroy them all', Jesus did indeed choose instead, to lay down his own life...willingly...you know...the pacifist route.

You see Lying Larry, this perversion of Jesus' words is why, when you finally meet Him, you can expect to hear Him utter these words...

Logic and fact. And if logic dictates that we can safely (relatively), effectively, with solid rationale, thwart future attacks upon ourselves after deliberate and incontrovertibly attempts have been made....we do.

Best example...Afghanistan. Where military, morally, politically, and even fiscally...it was a "just war" to overthrow the Taliban and end their safe harbor for Al Qaeda.

What has been done since then (both in Afghanistan and Iraq) has been farce and tragedy, with heavy dashs of incompetence both militarily and diplomatically.

Actually the theory bandied about by war-hungry "Christians" is....that Jesus was only the "Prince of Peace" and peace was only to be given to....other Christians.

Which is pretty weak, given if the other person is a Christian, not likely you're going to get in much of a fight with them.

But if heathen, atheist, MUSLIM, etc.....Jesus fine with you blasting them. They're going to Hell anyway, might as well speed things along, huh?

    Posted by Mask at 05/11/2008 @ 5:00pm

  115. No LV it's not that "leftists" didn't get the teaching it's that you can interpret them to mean whatever you want. That's what you don't get because you are so self-righteous you can't see past the end of your nose. If the case is that some people get it right and some wrong then you do you know you are right? How do you know that you are the one who knows what Jesus meant? Did you talk to him and he told you? No. You are interpreting and gaining information for yourself. For you to say someone else is wrong and you are right on the interpretation of scripture is pure arrogance and nothing more.

The only thing I ever remember you quoting to say that Jesus wasn't a pacficist was when he got angry and flipped some tables in church. That is not the same thing as saying "go out and bombeth your neighbors." In this instance he didn't kill anyone or anything didn't destroy property. All he did was flipped some tables, scattered some livestock and push some money around. Please show me where jesus said an eye for an eye is a good thing because as I remember it he said "You have heard that it was said, "An eye for an eye and a tooth for a tooth". But I say to you, do not resist an evildoer. If anyone strikes you on the right cheek, turn to him the other also." Now to me that means when confronted with violence do not lash out violently but that is just me.

  116. On a side note. For those of you who swear by the legitimacy and hard hitting facts of Fox news I have a little funny today. I was watching Faux News this morning because I was feeling a little masochistic. Hannity had on a Hillary talking head in the "fire zone" or some other stupid Fox term. He was inquiring to him about Obama's relationship with Bill Ayers saying repeatedly that Bill Ayers had killed people and was horrible. He then read aloud Bill Ayres quote from 2001. The funny part was they he said that he was putting Hillary on under the microscope in this discussion but none of the talk was ever about Hillary. That wasn't the point of my writing this though.

For those of you who don't know and who believe the lies Fox tells, Bill Ayers and the Weather Underground never killed anyone. Yes they did bomb select locations however they never killed or injured anyone. They would always call in before they bombed a place and had the location evacuated. I found this out on Wikipedia so I think that "hard hitting" hack Hannity could find it out. The only two people ever killed due to a bomb created by the WU were two of it's members. When they were manufacturing a bomb in a Gringich Village apartment and it went off. But of course Hannity doesn't care that he is spouting bullshit.

On top of that. Bill Ayers went on not long after he made the comment he made to clarify because he said what he said at the time was not what he fully meant. He talks about his regret in their arrogance in believing they were the only ones with the right answers and they they knew everything. Doesn't sound like that same guy that Faux News is trying to paint him to be. Maybe you should request that your talking heads actually try to spout some facts instead of lying through their teeth.
