One out of five American children live in poverty. Among them, 40 percent of African-American children and 35 percent of Hispanic children live below the poverty line. We know this is a problem, but how should we address it?

On today’s Sound Off on MSNBC, Melissa Harris-Perry talked about the inequality in early child education. Investment in early child education, Harris-Perry argues, is one of the most effective ways to combat poverty. It is “one of the best returns, dollar for dollar, for government money.”
