Another potentially alarming aspect of this approach to higher education lies in the way it might be applied to elite universities versus public institutions.

I cannot imagine that Harvard's students will be required to show how much value their degrees have added (it's Harvard - that's the whole point) as compared to the students I teach at an urban public institution.

Will this be another way that elite schools are able to privilege their students?

I think you have put your finger on the pulse. After thirty six years in education I absolutely agree.

The biggest difficult is that "subtract what they know on graduation from what they knew on entrance", is simple and creates a testing industry that is virtually useless as a predictor, but simple to apply and easy to collect fees for.

Look at what we have for a government, and check out Bill Gates.
