With or without nuclear reactors, radiation is a part of our everyday environment. One of the reasons the effects of low-dose radiation are hard to determine is that we already live in a sea of naturally occurring radiation from our local geology, building materials and the sky above. If the levels of radiation experienced by the workers at a power plant are judged to be a significant health risk we would have to shut down the airline industry.
