  • The article posted November 2, 2006 (November 20, 2006 issue) "The Gutting of the Civil Service" by Dan Zegert, while true, misses the trend started under President Reagan with the help of David Stockman, then budget director. The Civil Service has never been the same when the 10,000 FAA Air Traffic Controllers were fired and the federal government welched on the existing contracts by off-setting social security with OMB annuities when both were earned ligitimately over the working life towards retirement.
