Mickey Edwards, a former Congressman, was a member of the House
Republican leadership, national chair of the American Conservative Union
and a founding trustee of the Heritage Foundation. He teaches at
Princeton's Woodrow Wilson School of Public and International Affairs
and is a director of the Constitution Project.
Citizens, lawyers and constitutional scholars of all political stripes
have reason to be concerned about President Bush's use of "signing
statements," which assert his right to ignore a law and threaten the
central tenet of America's system of constrained government.
