I have never been a fan of Reagan or Bush, but the real reason we took an interest in Afghanistan was that the Soviet Union was there and we had an opportunity to support the Afghans in a war of attrition against them. After the Soviet Union left, we left, and some of the leaders in the region wanted us to stay. Afghanistan was never on President Bush's radar. His eye was on Iraq from the very beginning of his administration. 9/11 forced Bush into Afghanistan, and he didn't properly support that war because he wanted to invade Iraq. Actually, Bush didn't properly support either war, but he thought he did in Iraq.

I seem to remember that the Afghanistan commitment began in the Carter administration.
