The article focuses on law and order in the U.S. The re-emergence of police brutality is hard to document precisely, since most figures rely on wildly variable municipal complaint policies. The "public order" philosophy and neighborhood crackdowns now in vogue in some cities, however, seem to make violent police-civilian conflict more likely, and contribute to a sense that cops should take the gloves off. The bible of the public- order policing philosophy, George Kelling and Catherine Coles's recent book "Fixing Broken Windows," doesn't even mention police brutality as a policy issue, although it attacks civil libertarians for trying to restrict police conduct.
