It is informed that the progress toward denuclearization and a more secure Europe that has been made in the past decade is about to be sacrificed on the altar of North Atlantic Treaty Organization (NATO) expansion, which threatens to poison relations between the West and Russia and re-divide Europe. NATO expansion will impede ratification of START II and future nuclear reductions. It will also fuel major increases in military spending and arms transfers to Central and Eastern Europe. The White House reports that NATO expansion will cost the U.S. only dollar 200 million a year, but Congressional Budget Office estimates are higher, placing total U.S. expansion costs through 2010 at up to dollar 18.9 billion.
