The author contends that the policy of U.S. President George W. Bush towards North Korea has failed to deter the later in planning to acquire nuclear bombs. This policy was exemplified by Defense Secretary Donald Rumsfeld's suggestion that China and the U.S. join forces to overthrow Kim Jong Il's regime. At the same time this suggestion was made, Assistant Secretary James Kelly reiterated the U.S. demand for North Korea to dismantle its nuclear program before any talks can prosper. Lost in all this dispute is the fact that North Korea offered to scrap its nuclear weapons and missiles if the U.S. can provide security guarentee.
