As U.S. President Bill Clinton jogged to victory and won re-election as the nation's chief bridge-builder to the future, the White House was busy mapping out its own future. There are four, precisely four, themes on its mega-agenda for next year-White House aides refer to them as "baskets": education, the balanced 'budget, finishing welfare reform and family security. Clinton seems to substitute inches for feet-quite intentionally. He has a long shopping list of compact-sized initiatives for the second term. In his budget, Clinton probably will include a tax credit for companies that hire welfare recipients- a similar credit already exists and is not considered successful but mainly he will urge others to do the heavy lifting.
