This article presents the author's views on the issue of displaced persons in Turkey. The United Nations delegates convened at the global summit on the future of the city, held during the first half of June 1996 in Istanbul, are likely to ignore stories from the refugees. Refugees from war, political repression, environmental disaster and economic neglect are not priorities for the 20,000 attendees-including several heads of state-expected for the Habitat II meeting. Judging by the preparatory gatherings, Habitat II will insist on decent housing for all humankind and other satisfying goals, but the hard cases of urban life-the millions pouring into cities worldwide from the oppressive outback-will earn no special mention.
