This article presents the author's views on the misconceptions of social welfare policy and law in the U.S. Misunderstandings like that welfare recipients refuse to work; poor people move from state to state to collect higher benefits; welfare is the cause of the increase in nonmarital births; fraud is rampant and condoned by the government; welfare spending is a major part of the budget; the typical welfare recipient is black or Hispanic; child-support payments-or low-wage jobs can replace welfare.
