This article focuses on recent political career of New York mayor Rudolph Giuliani. When the former federal prosecutor entered electoral politics in 1989, he seemed to be fashioning himself as an independent urban leader, located somewhere to the left of Jack Kemp within his party. These days, despite his fitful rebellions against party orthodoxy, nobody thinks of him as a particularly interesting species of Republican. As for the Republicans themselves, few consider him a model mayor anymore. From time to time Giuliani still can be expected to distance himself from the extremism of his party, with liberal-sounding tributes to immigration or the United Nations.
