How the G.O.P. Made the `Mediscare'

In June the Medicare Communications Group of the House Republican Conference circulated a letter tutoring colleagues on how to attack the Medicare program. Attached was a memo from Republican pollster Frank Luntz that admonished would-be saviors of Medicare to hammer at the crux of the Grand Old Party (G.O.P.) argument. To give their arguments a patina of bipartisan credibility, the memo advised Republicans to tell constituents that it was U.S. President Bill Clinton's very own appointees who were the messengers of the gloomy news.
