The commissioners of U.S. Federal Communications Commission (F.C.C.) agreed with their staff investigators in finding that foreign ownership of Fox Television Stations Inc. was above the 25 percent benchmark allowed by the Communications Act. Probably they had a bit more weighing on their minds. "F.C.C. Report," a private newsletter, notes in its April 20 issue that Representative Fields has promised an effort to downsize the agency as part of the "next 100 days." And two weeks later, after the F.C.C. staff recommended that billionaire Rupert Murdoch be forced to reduce News Corporation's 99 percent equity interest to below 25 percent and thus incur a mammoth back-tax obligation.
