The storm that has been gathering over affirmative action for the past few years has burst. Two conservative California professors are leading a drive to place an initiative on the state ballot in 1996 that will ask Californians to vote affirmative action up or down. Affirmative action required institutions to develop plans enabling them to go beyond business as usual and search for qualified people in places where they did not ordinarily conduct their searches or their business. Affirmative action programs generally require some proof that there has been a good-faith effort to follow the plan and numerical guidelines against which to judge the sincerity and the success of the effort.
