The article focuses on several issues related to the Chase Bank memorandum. It also discusses several issues related to environmental protection. The Chase Bank memorandum urging the Mexican government to crush the Zapatistas has speedily attained the status of one of those mythical twentieth-century documents like the Zimmermann telegram. Ken Silverstein and the author of this article in their newsletter CounterPunch first published it on February 1. Several uproars took place in Mexico after Proceso, a major newsweekly, carried a February 13 story about the CounterPunch disclosure. Even as the Mexican Army attacked squatters in Chiapas, Mexico, the Idaho state police were hauling Earth First! demonstrators off to jail and charging them with felony conspiracy to commit a misdemeanor.
