At a meeting of the Atlantic Council and a series of other gatherings in Europe early in December, the Western powers have been trying to prop up North Atlantic Treaty Organization (NATO), tottering under the blows of their blundering Bosnian policy. Not so long ago the promise of fulfillment of the old dream of Greater Serbia would have clinched the deal. What does seem certain is that the main reason for the American volte-face was the fear of an irreparable crack in the alliance. NATO was not paralyzed by the technical problem of a "dual key," which required the approval of the United Nations for every action.
