Some Republicans want to deny welfare benefits to unwed moms under the age 26. While U.S. President Bill Clinton's welfare reformers have focused on crafting the perfect carrot-and-stick machine to lure and coerce poor mothers into the work force, the newly triumphant Newt Gingrich conservatives cut right to the heart of the matter. The problem isn't idleness but "illegitimacy" itself and the way to prevent births to unmarried women is to take their children away. Ergo, the orphanage "lavishly funded," in Charles Murray's blithe formulation, with the money squandered on welfare.
