Throughout the summer and fall, citizens in Alaska, New York, Tennessee and Virginia have been asking federal judges not to reform the campaign finance system but to declare whole parts of it un-constitutional. Although the first judges to hear these claims seem disoriented by the argument that campaign money is a constitutional question, the seeds of a great legal' controversy have been planted. The Alaska, Tennessee and Virginia plaintiffs are asking courts to enjoin the use of any campaign money collected by U.S. Senate candidates from out-of-state sources.
