The sight of Speaker of the U.S. House of Representatives Newt Gingrich solemnizing a Republican "Contract with America" on behalf of some 300 of the party's Congressional candidates does little to inspire the trust such a pact requires for maximum effect. For a performance of shameless gall, Gingrich shares this year's awards with Senator Al D'Amato. The good faith of the messenger who broadcast the contract gives good fillip, but it is not the heart of the matter, nor is the Democratic charge that the Republicans are demanding blind obedience from their candidates, who presumably should be as willfully undisciplined as the Democrats.
