The article focuses the decision of the U.S. to renew the most favored nation (MFN) status for China. President Bill Clinton said he was moving to "delink" human rights from the annual extension of MFN. He also proclaimed that his decision "offers us the best opportunity to lay the basis for long term sustainable progress in human rights." In the period preceding Clinton's move, China has been made to suffer for human rights causes. Many human right advocates were aware that renewal of MFN was close to a foregone conclusion. Perhaps the most useful way to engage would be the President himself issuing a periodic report which he could announce at a press conference-on how human rights have fared in China since his MFN.
