The article presents information related to political issues. The Balkan clock is ticking again, and this time even Yugoslav President Slobodan Milosevic is anxiously looking at his watch. A predictably cruel combination of events means that, once again, it appears that war has been snatched from the jaws of peace. The decision by the Bosnian Serb leadership to reject the latest peace plan, 51 percent of Bosnia to the Muslim-Croat federation, 49 percent to the Serbs has provoked a new development in the Yugoslav crisis-Serb eats Serb. There are few happy Democrats in Washington this summer. On Capitol Hill, party members look toward the fall elections and see a tsunami. In the White House, aides anxiously eye new chief of staff Leon Panetta, who is trying to impose order.
