The article focuses on various political developments around the world during 1994. First article focuses on the book "The Agenda," by Bob Woodward. Woodward describes the January strategy meeting in Little Rock where the President-elect is advised that a credible deficit reduction plan is required to placate the bond market. Woodward had Clinton getting red and thunderstruck all over again in April 1993. Another article focuses on the welfare of homeless people in San Francisco. In San Francisco there's a Chamber of Commerce eager to have the city's homeless off Union Square, Civic Center Plaza and the parks like Oakland. Anywhere from 6000 to 15000 people in San Francisco are in shelters or flophouse hotels, or making do in alleys and parks.
