Bill Clinton, the U.S. President has won the election in 1992 with the lowest plurality of the popular vote of any presidential victor in the past eighty years He has had to deal with a Congress that, on almost every significant issue facing the country, stands far to his right. The current Administration's accomplishments on unfavorable political terrain are not inconsiderable. A short list of Clinton's deeds deserving support includes the passage of family and medical leave, the expansion of the earned income tax credit, the broadening of the official definition of homelessness and increased funding for homeless programs, a ban on the importation of assault rifles and an affirmative action policy that has brought women and minorities to posts like Attorney General and Commerce Secretary and Agriculture Secretary, hitherto the exclusive domain of white males.
