In Panama, No People's Choice

Four and a half years after U.S. troops and planes shot and bombed Manuel Noriega out of power, after George Bush kicked off his 1990 State of the Union speech proclaiming Panama is free and after a billion U.S. dollars were promised to regenerate one more free-world democracy, Panamanians seem to have less faith in their political institutions than ever before. Indeed, the government of Guillermo Endara, who quietly swore himself in as President on a U.S. Army base the night of the invasion, drawing little foreign attention, will be remembered by Panamanians as pungently as that of his uniformed predecessor and blood rival.
