They won't confirm a liberal. "They" refers to U.S. senators. And the catch phrase is meant to suggest that President Bill Clinton is restrained by a political reality not of his making. Political capitalism has become the governing principle of Washington politics, and when it comes to expending such capital the White House takes a miserly view: Use it sparingly. Clinton has considered liberals for the Court, Senate majority leader George Mitchell and New York Governor Mario Cuomo fall into this category.
