A decade ago the Chicago police gave up on the sprawling high-rise housing project and left residents open to predation. The brutal cutbacks in renovation funding undertaken by U.S. President Ronald Reagan's Administration accelerated the deterioration, even the improved Clinton housing budget is inadequate. A system that so denies power and responsibility to a subject population will naturally employ repression, however euphemized, to maintain control. The law-and-order backlash was so ferocious that President Bill Clinton announced an initiative allowing sweeps in all federally subsidized housing and instituting other anticrime measures.
