The article presents information on the U.S. government's policy towards tobacco industries. One area in which President Bill Clinton Administration has broken boldly from the past is tobacco trade policy. For many years, the U.S. government has been a tobacco supersalesman, hawking cigarettes to the world. In the late 1970s, as domestic tobacco sales were declining, the tobacco manufacturers became more interested in penetrating overseas markets. This assault on the tobacco companies is being bitterly fought by the industry. Whether or not the cigarette tax ultimately becomes law and regardless of the amount the proposed levy on cigarettes would be unprecedented.
