The article presents information on U.S. Vice President Al Gore and his policy towards environmental issues. For more than a year environmentalists and leading chemical companies negotiated a proposal to restructure the Superfund act, which applies to the handling of toxic waste dumps. This group-dubbed the National Commission on Superfund-hammered out a set of recommendations that retain strict liability for polluters and bolster citizen participation in the Superfund process. The Administration reacted by sending Congress a measure that fell short of the commission's plan.
