This article presents information on various administrative developments in the U.S. during the year 1994. Bruce Babbitt, president of the League of Conservation Voters, had been tapped to head the interior Department and Carol Browner, a prominent public-policy environmentalist, to lead the Environmental Protection Agency which the U.S. President William John Clinton promised to elevate to full Cabinet status. A rear admiral would be replaced as head of the Energy Department by an environmentally enlightened woman, Hazel O'Leary and Tim Wirth, the retired Colorado Senator and environmental progressive, seemed sure to land a top job. At the transition team office, James Gustave (Gus) Speth, on loan from the World Resources Institute to recommend key environmental appointments, was considering resume from dozens of professionals eager to ascend from the movement to federal service.
