This article presents information on political conditions of the U.S. There is no national crisis even remotely related to Watergate--a multifarious architecture of official malfeasance in time of war and civil disorder--in anything more than symbol soundbite. Whitewatergate withers by comparison. Although the White House has been politically gauche and maybe morally clumsy, the examples of incompetence and corruption it offers are hardly world-class. And yet the Republicans, the national news media and the Washington rumor works are behaving as if another constitutional crisis were at hand. The Clinton Health Security Act is dead. Politicians focused on how the Clinton bill would have pushed patients and doctors into health maintenance organizations, where treatment is rationed by various pernicious techniques euphemistically referred to as "managed care."
