In Sarajevo, a few days before the shelling of the market that killed sixty-eight and induced North Atlantic Treaty Organization to issue credible threats of airstrikes, several colleagues and the author visited a top United Nations official newly posted to the city. It is this tendency of top United Nations (U.N.) officials to apportion blame equally among all three sides in the Bosnian war that has caused many Bosnians to loathe the United Nations. Some of this antagonism carries over to U.N. relief workers and troops on the ground, though in their case it is often grossly unfair.
