U.S. President Bill Clinton is determined to make good on its popular campaign pledge to put an end to welfare as people know it. This is a scary prospect; flawed as it may be, the welfare system is a life-line for millions of people, 70 percent of whom are children. One out of seven depend on welfare. Most of their parents are single mothers who are eager to work. A majority remain on the rolls for less than four years, and a high percentage work part time. Moreover, most children raised by mothers on welfare do not remain trapped in the system. Only one in five daughters raised in welfare families will also become a long-term dependent of the system, and three out of five will not use it at all.
