This article presents information on political developments in different parts of the world. As the periodical "The Economist" pointed out, the real lifelines, water and power, will remain under Serbian control. Nor will bombing halt ethnic cleansing, which persists in areas likely to remain securely in Serbian hands. To pay for expanded job programs for welfare recipients, the Administration is considering taxing welfare benefits, food stamps and housing assistance in the United States. The tax suggestions, in line with the 1990 Budget Act, were accompanied by other Swiftian modest proposals, such as lopping off monthly $434 payments to elderly or disabled indigent immigrants.
