The article reports on a collective urban culture and sense of common identity after a natural calamity. An earthquake, as historian Kevin Starr puts it, gives that "momentarily achieved sense of common identity arid purpose. Surveying one of disaster application centers, agency spokesman John Phillips gushes over at the sight of a few hundred of the 244,927 rendered homeless, destitute or otherwise inconvenienced by the January 17 temblor. The Los Angeles Times reports 58 percent of those still living in tent cities and shelters two weeks after the quake were Latino and 46 percent other than U.S. citizens.
