In early December, a jubilant Chinese President Jiang Zemin returned home from his Seattle summit. On the long flight home, he boisterously sang victory songs over the airplane's intercom system, with staff and crew providing the chorus. The trip was a roaring success from the Chinese point of view. Sophisticated, expensive exports like planes and computers are much desired by China as it modernizes its economy. But such high-tech goods are not merely civilian in nature. They also have important military applications. The issue of China's economy took center stage in Seattle, Washington at the Asia-Pacific Economic Cooperation meeting last November.
