In the U.S. Congress, U.S. President Bill Clinton won his two biggest legislative victories, the budget bill and North American Free Trade Agreement, earning commendation from the press for his leadership and effectiveness. Clinton has not exactly kept his image brightly burnished. The young President always seems to be in trouble, from gays in the military and troopers in Arkansas to the treacherous political rapids of the Whitewater scandal. Clinton's political flexibility during his first year raises in some minds the very question of whether there is any longer a need for a Republican Party.
